Officers Seek Help in Finding 4 Fugitives

The Ventura County Sheriff’s Department is seeking the public’s help in locating four fugitives.

Maria Eleuteria Lucero, 33, was convicted in 1995, 1997 and 1998 of theft, prostitution, being under the influence of a controlled substance and violating probation for a nonsufficient funds charge. In each case, she was placed on probation. Warrants were issued for her arrest after she allegedly violated the terms of her probation.

Lucero is last known to have lived in the 1100 block of Buena Vista in Ventura. She is Latina, 5-feet-7 and 125 pounds with brown hair and brown eyes.

David Randolph Duncan, 47, was arrested in December 1999 on suspicion of possession of a concealed firearm. He was released on his own recognizance and given a court appearance date. He failed to appear, and a warrant was issued for his arrest.

Duncan is 5-feet-10, 145 pounds and has brown hair and blue eyes.

Helena Hope Church, 44, also known as Helena Hope Kaspar, was arrested in June 1999 on suspicion of possession of and being under the influence of a controlled substance. She was released from custody, pending further investigation. The investigation was completed and in February, Church moved without leaving a forwarding address. A warrant was issued for her arrest.

Church is last known to have lived in the 1200 block of Cachuma Avenue in Ventura and was last employed by Santa Paula Memorial Hospital. She is 5-feet-6, weighs 155 pounds and has blue eyes and blond hair. She has a tattoo of a rose on her chest.

Jorge Antonio Garcia, 22, was convicted of violation of probation on two rape-related charges in June 1999. In January, he allegedly violated his probation and a warrant was issued for his arrest.

Garcia is Latino, 5-feet-11 and 205 pounds, with black hair and black eyes. He is last known to have lived in the 100 block of Ann Avenue in Port Hueneme.

Anyone with information about these people is asked to call Ventura County Crime Stoppers at 385-8255 or 494-8255. The information can be given anonymously, and there is a cash reward for information that leads to a conviction.
