Nearly 700 Lose Power After Underground Cable Fails

WOODLAND HILLS — A failed electrical cable in an underground vault caused 685 Los Angeles Department of Water and Power customers to temporarily lose power Tuesday, DWP officials said.
The outage occurred about 11 a.m. in the 4400 block of Winnetka Avenue, authorities said.
Richard Hollander, an accountant with an office on the block, said he heard a loud explosion at the time of the failure.
“I looked down the street, and this big concrete block had flipped up over the sidewalk, and there was black smoke billowing up,” Hollander said.
All but 20 customers had power restored by 1:30 p.m., DWP spokeswoman Lisa Tashiro said, with full power expected to be restored by the end of the day.
The cause of the outage is under investigation.
