Philadelphia’s baseball and football teams will remain in place for another 30 years under a $1.01 billion stadium plan Mayor John F. Street proposed Thursday to the City Council.

No increase in city taxes is planned to cover the city’s $305 million contribution, Street said. State grants will cover $170 million, the Eagles will pay $310 million and the Phillies $172 million. The source of the remaining $54 million in revenue has not yet been determined.

The plan could be approved as early as Dec. 14, two weeks after a Nov. 30 deadline that was agreed to by the Eagles and the city. Under that deal, a stadium plan would have to be in place or the city would be responsible for at least $80 million in renovations to Veterans Stadium and the entire cost of the Eagles’ $23 million practice facility.

Eagle owner Jeffrey Lurie said the team would not enforce the deadline and that the only important date now is the opening of the 2003 season in the new stadium.

Green Bay quarterback Brett Favre returned to practice, four days after badly spraining his left foot. Favre took all but five of the 33 snaps with the first unit. His mobility indicated his NFL-record streak of 135 consecutive starts for a quarterback likely will survive when the Packers play Indianapolis. . . . Green Bay receiver Antonio Freeman admitted he consumed two or three glasses of wine shortly before being involved in a traffic accident last year in which a companion was injured, according to a court deposition as part of a lawsuit filed by Heather Molloy of Great Falls, Mont. Molloy’s attorney, John Cabaniss, said that if the case goes to trial and a jury finds Freeman at fault, it could award damages for Molloy’s injuries and punitive damages if it determines alcohol helped cause the accident. . . . Atlanta quarterback Chris Chandler will start against San Francisco after missing last week’s game because of a concussion.
