Vice President Is Named for Forecast Group

* Glenn Rowan has been named vice president and corporate controller of Forecast Group, the parent company of home builder Forecast Homes, based in Rancho Cucamonga. He previously has held executive positions with U-Liner/Wesco Development and Selected Technologies.

* Mark Halperin has been promoted to vice president, operations, at Universal Studios Home Video. He will oversee all technical development and support activities for the company’s VHS and DVD products.

* Jim Benson has been promoted to senior vice president, communications, for Studios USA Domestic Television, which is a division of USA Network Inc.’s entertainment unit.

* David Van Houten has been named president of the newly opened Los Angeles office of Davidson & Sons International, a division of Davidson & Sons Customs Brokers Ltd. of Vancouver, Canada.

* SunAmerica Financial Network Inc. has named Russ Phillips chief marketing officer of the broker-dealer network. He is a former sales and marketing executive at Royal Alliance Associates.

* Burbank-based e-business B3 Corp. has named Jaymie Monroe director of marketing communications, Marilyn Elli director of project management and Chris Baldwin director of internal data systems.
