Despite findings by an independent arbitrator that two officers who were fired after the shooting death of Tyisha Miller should be reinstated, Riverside city officials filed a motion in court this week to keep Michael Alagna and Wayne Stewart off the force.

Alagna and Stewart were fired after they fatally shot 19-year-old Miller as she sat passed out in her car with a gun resting in her lap.

Then-Chief Gerald Carroll said the officers violated policy when they formed “an unreasonably dangerous plan” to smash the car window to rouse Miller. She jumped, prompting the officers to fire.
