Audit Cites Problems in Awarding of Contracts
The Los Angeles controller Tuesday cited problems in the way the city’s Information and Technology Agency awards contracts -- the second agency to face such criticism this month.
The agency skirted city rules and sometimes awarded work contracts without seeking competitive bids, according to City Controller Laura Chick’s audit. Though Chick found no evidence of corruption, she said shoddy practices invited waste. The agency issued $205 million in contracts from 2001 through 2004.
Audits conducted by Chick over the last three years found similar problems in the Department of Water and Power, the Port of Los Angeles and, earlier this month, the Department of Public Works.
