San Diego police arrested a pedicab driver Tuesday in the death of an Illinois woman who fell from his pedicab.

Sukru Safa Cinar, 23, who was arrested as he started work in downtown San Diego, will be charged with felony gross vehicular manslaughter, said police spokeswoman Monica Munoz. Sinar is a Turkish citizen in the U.S. on a four-month visa.

Witnesses said the driver was making an S-pattern with the pedal-powered vehicle Saturday when the incident occurred.

Sharon Miller, 60, a retired teacher who was visiting San Diego to attend a convention, fell from the pedicab and struck her head. She was declared dead Sunday.

The pedicab was in an area for pedestrians only and did not have seat belts as required by city ordinance, Munoz said. The accident occurred in downtown San Diego, near the convention center.
