“Scream Awards 2011” is not an invitation to yell “Awards 2011!” at the top of your lungs but rather the latest edition of the ceremony saluting the best in horror, sci-fi and fantasy. Nicolas Cage, Robert Downey Jr. and the “Harry Potter” films receive special honors. (Spike, 9 p.m.)
