Ryan Mundy fined for hit on Darrius Heyward-Bey

Safety Ryan Mundy was fined $21,000 for his helmet-to-head hit that left Raiders receiver Darrius Heyward-Bey unconscious for several minutes Sunday in Oakland.

Heyward-Bey spent the night in a hospital with a concussion and a strained neck.

Mundy’s fine came one week after linebacker Lawrence Timmons was fined $21,000 for his helmet-to-helmet hit on Jets quarterback Mark Sanchez.

Mundy is expected to appeal. He was not suspended.

Cleveland wide receiver Mohamed Massaquoi will miss the Thursday night game against Baltimore because of an injured left hamstring. won’t have his top wide receiver against the Ravens. Massaquoi has nine catches for a team-high 145 yards.

The Oakland Raiders have signed defensive end Andre Carter to bolster their struggling pass rush. The team released offensive lineman Joe Barksdale to make room for Carter.

The San Diego Chargers signed receiver Malcom Floyd to a three-year contract extension through 2015. Terms were not disclosed. Also, left tackle Jared Gaither practiced for the first time since injuring his back July 28, and hopes to play Sunday in Kansas City.

The Arizona Cardinals placed running back Beanie Wells on the NFL’s new injured reserve/designated for return list, meaning he won’t be able to play in a game until Nov. 25. Wells was injured in the team’s 27-6 win Sunday over Philadelphia.

In a corresponding move, the Cardinals re-signed running back Alfonso Smith.

Judge upholds perjury charges against Penn State administrators

A judge in Harrisburg, Pa., upheld perjury charges against two Penn State administrators accused of lying to a grand jury that investigated allegations ex-assistant football coach Jerry Sandusky sexually abused children.

Dauphin County Judge Todd Hoover ruled against the motions by former vice president Gary Schultz and athletic director Tim Curley that would have thrown out the count of perjury against each man.

The judge did not rule on the other count they each face, failure to properly report suspected child abuse. In that case, the defendants have argued the statute of limitations has expired. The judge said that dismissal request would be ruled on separately.

The Phoenix Mercury won the WNBA draft lottery Wednesday night and earned the right to choose Brittney Griner with the top pick next year.

Chicago will pick second and Tulsa third. Washington, which had the worst record in the league will pick fourth. The Mystics (5-29) had a 44% chance to win the top pick.

The Mercury (7-27) had the second worst record in the league and a 28% chance of getting the No. 1 choice.

The 6-foot-8 center Griner, Associated Press women’s college basketball player of the year, guided Baylor to a national championship and a 40-0 record.
