Stranded in the Middle of a Freeway

My fear of being disabled in the center divider area of a freeway was brought home when I read about the freeway-crossing death of the Chatsworth woman (Feb. 15).
There are no phones in the center divider area, the place of greatest peril. I suggest that Caltrans run at least an electric conduit with a beeper button every half mile, so a person stranded in the center could walk down the center divider and press the “panic” button and thereby not panic and try to run across a freeway to the emergency phones.
