A West Hollywood attorney has been charged with illegal solicitation of clients stemming from an alleged “ambulance-chasing” incident. The Los Angeles city attorney’s office filed a five-count complaint against Marvin Kay; his law firm, Seltzer and Kay, and a former employee, Jeffrey Charles Capko. Capko, authorities charged, was seen taking photos at the scene of a Harbor Freeway accident last October. Later, it was discovered that he had allegedly placed one of Kay’s business cards in the victim’s wallet, which was still inside the victim’s damaged vehicle.
