Marvin Miller, former head of the Major League Players’ Assn., said the decision by the Minnesota Twins and New York Yankees not to sign Detroit Tiger pitcher Jack Morris, one of the top free agents this year, indicated baseball owners had banded together and decided not to bid on free agents.

Appearing on NBC-TV’s “NFL ‘86” program Saturday, Miller also said baseball’s collective bargaining agreement could be voided if an arbitrator rules major league owners colluded against free agents.

A grievance filed by the players’ union charging the owners with collusion is pending before an arbitrator.
