Major league baseball representatives and players’ association representatives met with arbitrator Tom Roberts for the first of three days of testimony regarding alleged collusion on the part of team owners in not signing free agents between the 1985 and ’86 seasons.

The grievance charges that major league owners violated the basic agreement between the owners and players by conspiring to hold salaries down.

Tal Smith, former general manager of the Houston Astros, was the only witness called at the 4 1/2-hour meeting, held in Chicago.
