Appointed Lyman H. Heine of Fresno, a political science professor, to the State University Board of Trustees. A Republican, Heine, 47, replaces Robert D. Kully of Alhambra, whose term expired. The job pays $100 per meeting day, plus necessary expenses, and does not require Senate confirmation. Assembly Floor Action:

Rural Renaissance: Passed and sent to the Senate on a 69-1 vote a bill (AB 26) by Assemblyman Dan Hauser (D-Arcata) to provide $18 million in state funds for loans and grants to economically depressed rural counties to help provide more jobs. Senate Floor Action:

Earthquakes: Passed and sent to the Assembly on a 28-5 vote a bill (SB 88) by Sen. Art Torres (D-Los Angeles) to place a $350-million bond issue for seismic safety construction in state buildings on next June’s primary election ballot.

Waste Water: Passed and sent to the Assembly on a 27-0 vote a bill (SB 997) by Sen. Henry J. Mello (D-Watsonville) to place on the 1988 primary election ballot a $480-million bond issue to build waste water treatment plants.

Police Training: Passed and sent to the Assembly on a 36-0 vote a bill (SB 1265) by Sen. Robert Presley (D-Riverside) to place on the primary election ballot next year a $250-million bond issue to establish law enforcement regional training facilities.

Child Care: Passed and sent to the Assembly on a 27-2 vote a bill (SB 278) by Sen. Diane Watson (D-Los Angeles) to place a $100-million bond issue to finance child care programs and facilities on the 1988 primary election ballot.

Video Display Terminals: Passed and sent to the governor on a 23-5 vote a bill (AB 348) by Assemblywoman Sally Tanner (D-El Monte) to require a state study on the need for safety requirements for video display terminals (VDTs) in the workplace. The governor has vetoed similar legislation in the past.
