Herbert C. Briggs of Stockton is the California Lottery’s newest multimillionaire after claiming a Lotto jackpot of $11.6 million. Briggs, 57, a railroad engineer, last weekend became the 29th person to correctly match all six numbers drawn in the Lotto game. He will get annual after-tax payments of $467,200 for the next 20 years. Briggs, who recently underwent quadruple heart bypass surgery, told lottery officials he will maintain a low profile and keep out of the public spotlight on the advice of his doctor.
