Interstate 15’s Mercy Road off-ramp, the dead-end interchange that was closed after 20-year-old student Cara Knott was murdered there in 1986, will be reopened within two weeks, California Department of Transportation officials said.
The ramp will lead to residential areas of Rancho Penasquitos via a $10-million extension of Mercy Road, connecting I-15 with Black Mountain Road.
On Monday, the victim’s mother, Joyce Knott, endorsed a suggestion circulating among area residents that Mercy Road be renamed something more appropriate.
