THE SIDELINES : Germanys Unite as Soccer Foes

East and West Germany will meet for only the second time in history in an exhibition soccer match in August at Leipzig, officials of the two soccer federations announced today.

In the only game to date between the two national teams, East Germany upset West Germany 1-0 at the 1974 World Cup in West Germany. Despite the early-round loss, West Germany went on to win the World Cup.

The Aug. 29 match at Leipzig, East Germany, will be scrapped, however, if the two teams are drawn into the same qualifying group for the European Championships. The draw will be held Feb. 2 at Stockholm. If the two German teams are in the same group, they will have to play each other twice before the end of 1991.
