County Sheriff: Jim Roache (R) Career law enforcement officer and school trustee who bucked Sheriff John Duffy to run for office offers the best chance to reform the department.

78th Assembly District: Mike Gotch (D) Eight years of service as a San Diego city councilman gives him the strongest qualifications for the office. (Vote twice in this race; once in special election runoff and once in primary for general election.)

County Supervisor

Fourth District: Leon Williams (D) Incumbent is responsible for establishing county’s Human Relations Commission and hate crimes registry.

Fifth District: John MacDonald (R) Incumbent is leading the drive for a North County landfill site.

The Propositions

Proposition B: Charter Amendment to expand San Diego City Council by two seats: YES Additional seats should give minority voters more electoral clout and all residents better representation in a city that has grown by 500,000 people since last expansion of the council.

Proposition C: Charter Amendment to waive four-year minimum between reapportionments: YES Would give city authority to adjust district boundaries in 1993 if census data requires.

Proposition D: Gann spending limit waiver for city of San Diego: YES City needs authority to spend the revenue it will receive during fiscal years 1992-1995. Not a tax increase.

Proposition E: $25.5-million bond to replace public safety communications equipment in city of San Diego: YES

City’s emergency communications system, including 911 phone system, is outdated and overloaded.

Proposition L: $7.5-million bond to build and equip science building, library and administration center at Carlsbad High School: YES Library and lab space are scarce at aging school.

Proposition M: $2.5-million bond to build a multipurpose center and expand the library at Valley Junior High School in Carlsbad: YES Overcrowded school needs facilities.
