A 36-year-old San Diego man was arrested Monday in connection with the killing of an unidentified woman in the Jamul area, said Sgt. Steve Wood of the Sheriff Department’s homicide unit.

Wood said witnesses called the department after seeing a man and a woman arguing at the side of California 94, also known as Campo Road, about a mile west of Honey Springs Road shortly after 3 a.m. Monday. They said the man was holding on to the screaming woman, Wood said.

The California Highway Patrol reported that the highway was closed from Otay Lakes Road to Honey Springs Road from about 3:30 a.m. to 10:45 a.m. while authorities investigated.

Sheriff’s deputies found the body of a woman in brush about 20 feet off the road, Wood said, and paramedics pronounced her dead at the scene. Her body had stab wounds, but Wood said the cause of death had not been determined.

Billy Winston Elias of the 4500 block of Utah Street in North Park was booked into County Jail on suspicion of murder, Wood said. He had been stopped by deputies in the Spring Valley area as he was driving a car that matched one described by witnesses.
