A spokesman for soccer’s governing body said that the Soviet Union’s spot in the World Cup tournament can be transferred to the new Commonwealth of Independent States.

Russian President Boris Yeltsin and Soviet President Mikhail Gorbachev agreed to dissolve the central Soviet government within two weeks and replace it with Yeltsin’s new CIS.

A spokesman for FIFA, the international soccer federation, said the Soviet Union’s World Cup spot also can be transferred to the new bodies along with government agencies.

The three Baltic republics--Estonia, Latvia, Lithuania--were granted provisional membership in FIFA two weeks ago and will compete for the World Cup. The other Soviet republics are part of the Soviet national team.
