The Washington Redskins finally got their last three holdouts into camp with the arrival of Heisman Trophy winner Desmond Howard and two All-Pros--cornerback Darrell Green and offensive tackle Jim Lachey.

His agent said Howard, the fourth player picked in the NFL draft, signed a four-year deal worth $6 million, including a $2.85 million signing bonus. Lachey, considered the best player at his position, agreed to a three-year deal worth $4 million.

Three first-round selections remain unsigned--cornerback Terrell Buckley of Green Bay, No. 5; quarterback David Klingler of Cincinnati, No. 6, and offensive tackle Bob Whitfield of Atlanta, No. 8.

Jerry Rice ended a 37-day holdout by signing a series of three one-year contracts with the San Francisco 49ers, estimated to be worth between $7 million and $8 million and including a 25% bonus, payable upon the completion of the pact.

“This contract makes Jerry Rice the highest-paid non-quarterback in the league,” 49er President Carmen Policy said.

The Dallas Cowboys are still without three keys to their offense--center Mark Stepnoski, tight end Jay Novacek and wide receiver Michael Irvin.

Other holdouts include wide receiver Andre Rison and cornerback Deion Sanders of Atlanta; linebacker Cornelius Bennett of Buffalo; tight end Keith Jackson and cornerback Eric Allen of Philadelphia and center Jay Hilgenberg and defensive tackle William Perry of Chicago.

Joey Browner, the former All-Pro safety released by Minnesota shortly before training camp, was signed by Tampa Bay. The Buccaneers also released wide receiver Ricky Nattiel and running back Alonzo Highsmith. . . . Seattle cut former Raider quarterback Rusty Hilger. . . . John Carney, who has yet to make a field goal during the exhibition season for San Diego, kept his job and rookie Carlos Huerta was cut. Also among the 16 players cut was Jeff Graham, fighting Pat O’Hara for the No. 3 quarterback job. . . . Eagle Coach Rich Kotite said veteran Jim McMahon would start at quarterback for the Eagles in Thursday’s exhibition with the New York Jets, with Randall Cunningham sidelined because of a groin injury.
