History Buffs Take Note: Cable programmer A&E; is launching the History TV Network, featuring 24-hours-a-day of historical documentaries, movies and miniseries, starting in the fall of 1994 or sooner. Programming highlights include three Monday-Friday prime-time series: “History Alive,” an hourlong offering of documentary fare; “Movies in Time,” motion pictures and miniseries set in a historical context, with commentary by veteran journalist Jack Perkins and guest historians, and “War Chronicles.”
