A 35-year-old man was arrested after he allegedly dragged a woman into his car, masturbated a he drove for 10 minutes and then let her out of the car, police said.

Ken Dwayne Ingram of Huntington Beach was arrested Friday on suspicion of kidnaping and indecent exposure after he called the woman at work and asked to meet her again, Westminster police said Saturday.

The abduction occurred when the 19-year-old woman was walking to work on Beach Boulevard, just south of the San Diego Freeway. Police said that Ingram pulled alongside her in a beige Toyota about 8:30 p.m. Friday. Believing the man wanted to ask her a question, the woman walked to the car, Sgt. Dwight Moore said.

That was when the driver pulled her into the passenger seat and drove to a nearby freeway on-ramp, Moore said. As he drove, the man masturbated and asked the woman--whose name was not released--questions about herself, police said.

The man, who called himself Kenny, then drove the woman to work near the site where he picked her up, authorities said. Ingram allegedly called the woman at work about two hours later and asked if he could meet her. She agreed.

Wha Ingram did not know was that the woman called Westminster police, who set up surveillance in the area, authorities said. When Ingram arrived in a silver Nissan, police arrested him.

A notebook found in his possession indicates he may have had similar encounters with other women, police said.

Ingram was booked at the Orange County Jail in lieu of $50,000 bail, jail officials said.

Anyone with information about similar incidents is asked to contact Westminster Police Investigator Tom Green at (714) 898-3315, Ext. 306.
