The Southern California charts mirror the national charts more than usual this week. Home-grown Blink-182 seems to take the most advantage of this situation, doing better locally than nationally with its new album, “Take Off Your Pants and Jacket.” On the singles chart, Usher’s “U Remind Me” has hung onto the top spot for the last few weeks.
