Water Agency Target of Filing
A state agency has lodged complaints against the South Coast Water District that could result in fines.
Among the complaints by the San Diego Regional Water Quality Control Board is that the water district has an inadequate plan to prevent sewer overflows.
If the district contests the charges, a public hearing will be held Feb. 5, a state official said.
