Suspended Teacher Will Return to Class Monday

A high school teacher placed on administrative leave last week for disseminating a letter stating that, at his campus, most students who misbehave and are low academic achievers are African American, will return to work on Monday.
Scott Phelps, a 12-year science teacher at John Muir High School, has denied that his comments were meant as racial insults. In a statement Thursday, Phelps said he regrets any offense they may have caused.
