A 17-year-old youth was charged with one count of misdemeanor vehicular manslaughter and one count of driving without a license in connection with a traffic accident near Wilson High School in El Sereno last March in which a girl was killed and 13 other students were injured. The youth, who was traveling about 40 m.p.h. in a 25-m.p.h. zone, apparently lost control of his car while going downhill on rain-slick Druid Street, the district attorney’s office said. One of the 14 teen-agers struck by the car, Rhonda Chavez, 17, died from her injuries. The youth will be arraigned Monday in Eastlake Juvenile Court. He faces up to one year of confinement with the California Youth Authority if convicted.
