Tim McCalister, a 6-foot, 4-inch guard from the University of Oklahoma, was the top pick of the Los Angeles franchise, and 6-4 forward Bruce Douglas from the University of Illinois, was the first pick of the Orange County franchise in the first International Basketball Assn. draft held Tuesday in New York.

The IBA is the new professional 6-4-and-under league that has 10 franchises scattered throughout the United States and Canada.

Toronto had the first pick and selected 5-9 guard Calvin Murphy, who starred as a collegian at Niagara and in the National Basketball Assn. with Buffalo and Houston.

Besides Douglas, who is currently playing for Rockford (Ill.) of the Continental Basktball Assn., the Orange County franchise, which has yet to settle on a nickname or a place to play, had five players already on a protected list.

They were Francois Wise (Cal State Long Beach), Roylin “Boot” Bond (Pepperdine), Nigel Wallace (Chapman College), Booker James (Western Michigan) and Russell Brown (Univeristy of Arizona).

The next nine picks by Orange County:

Jeff Taylor (6-4, Texas Tech), Carlton Cooper (6-4, Texas), Perry Bromwell (6-2, Pennsylvania), Perry Moss (6-3, Northeastern), Sean Couch (6-2, Columbia) Phil Ford (6-2, North Carolina) and Wayne Smith (6-3, Louisiana Tech).

The other Los Angeles picks: Mark Davis (6-4, Old Dominion), Dennis Natt (6-3, TCU), Barry Mitchell (6-4, Norfolk St.), John Edwards (6-4, Panhandle St,.), Calvin Upshaw (6-1, Utah), Darryl Flowers (6-4, Oregon St.), Bobby J. Crockett (5-8m IBA all-stars), George Almonds (6-4, SW Louisiana St.), Ralph Tally (6-0, Norfolk), Danny Tarkanian (6-1, Nevada Las Vegas).
