OXNARD : Partial Ban for Dogs on Beaches Opposed

A proposed revision to Oxnard’s leash laws that would have banned dogs from city beaches during the day has elicited howls from several council members, who say the measure is too harsh.

County animal-control officials requested the change in Oxnard’s ordinance so regulations would be identical on beaches administered by the city and the county, said Terri Murphy of the parks and recreation department.

Councilman Michael Plisky said dog owners would suffer under the proposed ban, which would only allow dogs on beaches between 5 p.m. and 9 a.m. “We can’t block out a whole section of our population from using the beach,” Plisky said.

Councilwoman Geraldine Furr termed the beach ban “atrocious,” and said the city’s only interest was to ensure that owners pick up after their dogs. None of the council members opposed a change that would impose penalties on dog owners who walk their pets on public property but do not pick up after the animal.

The council directed the city’s staff to return with a less restrictive proposal that would emphasize owner responsibility.
