The NBA Board of Governors adopted rules changes regarding the 24-second clock, timeouts as a result of cuts and talked about appointing a committee to explore expansion by the 27-team league.

The new rule on the 24-second clock states that it will be reset only when the ball hits the rim, instead of the rim or the backboard. The new policy on laceration control will allow either team to call a timeout when play is suspended to allow it to treat a bleeding wound and return the player to the game without missing play.

Last season, in response to Magic Johnson’s positive test for HIV, the league adopted a rule that officials are to stop a game at the earliest appropriate time whenever a player has a bleeding wound, and remove him from the game.
