South Orange County plans to put an initiative on the ballot called the “Safe and Healthy Communities Act.” On closer examination, it is nothing more than a clever attempt to keep a new airport and jail out of their community. The new measure would require a two-thirds vote of the people to build new public projects. Those cities to the south have bonded together through their efforts to stop an El Toro airport and have an effective grass-roots movement in place. They would only need a little over one-third of the votes to control placement of public projects.
Therefore, once again north and central cities will get stuck with an expanded John Wayne Airport, county jails and other projects they don’t want.
