Second Man Arrested in 1988 Murder Probe
A man wanted in connection with a 1988 murder has been arrested in Culpeper, Va., police said Monday.
Carlos Ortega, 34, was arrested at his Virginia home by Huntington Beach detectives aided by the Virginia state police. Ortega, formerly of Los Angeles, is awaiting extradition to Orange County in the murder of Luis Rios.
Rios was shot Jan. 28, 1988, when he returned to his apartment and confronted three armed men who had forced their way in and were holding three women.
One of the men--Mario Duran of Los Angeles--was arrested in Virginia in 1992, extradited to Orange County, convicted and sentenced to life in prison. The third assailant has never been identified.
