Veteran Administrator Hired as City Manager

The city manager in Twentynine Palms for the last 10 years was hired Thursday for that post in Rancho Santa Margarita.
James Hart, 49, has spent more than 25 years in city government. He succeeds William Talley, interim city manager, who helped start the new city’s government two years ago.
Hart will be paid $151,000 a year and will start May 6.
