Sacramento labor and community activists celebrated the City Council’s approval of the concept of a living-wage ordinance for workers on city-sponsored projects, breaking a two-year deadlock.

This would make Sacramento the 18th city in the state to officially adopt a living-wage measure, backers of the provision said this week. Activists said the fight for a living wage can be compared to other workers’ rights laws, such as the historic provisions that restricted the use of child labor, enforced job safety and provided benefits.
