Appeal of El Toro’s Annexation Is Denied

The Orange County Local Agency Formation Commission denied an appeal Wednesday of its decision to approve Irvine’s annexation of the closed El Toro Marine base.
The Airport Working Group, which favored a commercial airport at the former military airfield, challenged Irvine’s plans to turn the 4,700-acre base into a complex of parks with limited development.
The commission, which approved the annexation in November, voted 5 to 2 to turn down the group’s appeal.
