Michael Vick to start for Eagles; Kevin Kolb out with concussion

Philadelphia quarterback Michael Vick, who missed the 2007 and ’08 seasons after his involvement in a dogfighting ring was discovered, will make his first NFL start since 2006 when the Eagles take on the Detroit Lions on Sunday.

Eagles Coach Andy Reid made it official Friday when he ruled quarterback Kevin Kolb out of the game because of a concussion he suffered in their season-opening loss to the Green Bay Packers. Vick’s last start came for the Atlanta Falcons in their final game of 2006 against, coincidentally, the Eagles.

“It would be gratifying,” Vick said of leading the Eagles to a win. “This team took a chance on me when not many others would.”

Browns quarterback Jake Delhomme did not practice for the third consecutive day because of an ankle injury, increasing the likelihood that backup Seneca Wallace will start Cleveland’s home opener Sunday against Kansas City.

The NFL chastised the New York Jets for unprofessional conduct but found no evidence that TV Azteca reporter Ines Sainz was “bumped, touched, brushed against or otherwise subjected to any physical contact” by anyone on the team or coaching staff. Commissioner Roger Goodell said that the league would implement a training program for all 32 teams on proper conduct in the workplace and that the program would be underwritten by Jets owner Woody Johnson, who personally apologized to Sainz.

The NFL is reviewing Seattle linebacker Leroy Hill’s decision to attend last Sunday’s game against San Francisco while he was suspended by the league.

Hill and Coach Pete Carroll acknowledged that Hill was in violation of his one-game suspension by attending the game. Hill said he didn’t realize he couldn’t attend the game as a fan.

Jacksonville Jaguars quarterback David Garrard has returned to practice one day after sitting out with a strained back.

Baltimore Ravens linebacker Sergio Kindle, who fractured his skull before training camp in July when he fell down two flights of stairs, is probably out for the season, said Coach John Harbaugh.

Taking another step toward a battle with the league over salary issues, the NFL Players Assn. confirmed in an e-mail to the Associated Press that Indianapolis, Dallas, New Orleans and Philadelphia have all voted unanimously to decertify the union. The move is intended to allow the players to sue the league in the event of a lockout.
