Annoyed by Barking Dogs

As reported in “Barking Meters,” I had the third administrative hearing with the Department of Animal Regulation on Aug. 29. My neighbor’s dog license was reissued. I had recorded approximately five minutes of barking by my neighbor’s dog to prove that the order issued by the Department of Animal Regulation had been disobeyed.
My neighbor stated in the hearing that “the order did not say the batteries had to be in the restraining collar.”
I wonder why the department ordered the neighbor to put the restraining collar on the dog while the dog is in the yard--for fashion?
