The San Jose Sharks have offered contracts to free agents Craig Simpson of the Edmonton Oilers and Kelly Miller of the Washington Capitals.

But Edmonton General Manager Glen Sather, upset at the possibility of receiving no compensation for Simpson, said he plans to appeal to the NHL.

San Jose’s director of operations, Dean Lombardi, offered Simpson a base contract of less than $200,000 for next season--meaning Edmonton would receive nothing. He will pay Simpson a “reporting bonus” of almost $800,000. Typically, compensation for a player such as Simpson would be two first-round draft picks.

“I don’t see this as a loophole,” Lombardi said. “I see this as Edmonton making a big mistake.”

Said Sather: “There are certain things that are done with integrity. You can’t circumvent equalization rules. I don’t think it’s a loophole. It’s a sham--that’s what it is. We have a code of ethics.”

Simpson scored 24 goals last season. He scored 43 during the 1987-88 season.
