The city’s highest honor for volunteers has been awarded to resident C. Fulton Shaw, whose accomplishments include helping establish three local institutions.

The City Council recently presented Shaw with its 1998 John R. Williams Public Service Award.

Shaw, who retired in 1982, manages the city’s recreation vehicle storage yard. He was the driving force and founder of the Chamber of Commerce, the San Juan Capistrano Fiesta Assn. and the El Viaje de Portola trail ride, according to a city report.

His efforts include fighting to keep the city’s Swallows Day Parade as a non-motorized event for the past 40 years; it is now the largest non-motorized parade in the country.
