Melt butter in a saucepan over medium heat. Add pine nuts and cook, stirring, until golden, about 3 minutes. Remove nuts and set aside.
Add water to pan and bring to boil. Add rice, reduce heat to low and simmer, covered, until done, about 15 minutes.
