A Congressional candidate has filed a complaint with the Federal Election Commission, charging that his opponent, former pro basketball player Tom McMillen, misused travel money from the Washington Bullets to finance campaign trips.

Robert Neall, Republican candidate for Maryland’s Fourth District seat, claims that McMillen, a Democrat, violated FEC regulations by scheduling fund-raising events to coincide with his appearances in National Basketball Assn. cities last year while playing for the Bullets.

According to the complaint, McMillen raised $70,000 from supporters in 17 NBA cities but did not list any disbursements for travel to those cities. Neall claims the law states that if a candidate participated in any fund-raising efforts on any out-of-town trip, his total travel expenses must be reported and paid for by a source other than a corporation.

Said Jerry Grant, McMillen’s campaign manager: “Tom traveled to those cities as a member of the Bullets as part of his job. While he was there if he did anything political, the campaign paid for it.”
